Regional Enterprise Architecture Council for Health (REACH)

      While actual work on interoperability are being done within and in between laboratories, another group of enterprise architects are tasked to maintain a cohesive blueprint. At the same time, a separate but related group composed of enterprise architects will maintain the regional blueprint which serves as a reference and resource for the laboratories.

AeHIN Architects

Dr. Fazilah Shaik Allaudin is a Deputy Director of Telehealth Division at the Ministry of Health Malaysia. She is directly involved in both strategic planning and project management of eHealth in MOH. She is responsible for Health Information Systems under the health reform agenda of Malaysia. Dr Fazilah holds an MD (Doctor of Medicine) and a Masters in Business Administration, MBA (Healthcare Administration). She is also certified in TOGAF (Foundation) and COBIT (Foundation).

Dr. Nawanan Theera-Ampornpunt is a lecturer of community medicine and health informatics at Mahidol University, Thailand. He is certified in TOGAF 9.1 and HL7 Clinical Document Architecture (CDA).

Engr. Jovita Aragona has over 20 years of experience in Information Technology. She currently leads the establishment, development and implementation of the Philippine Health Information Exchange and Health Interoperability Standards. She is certified in COBIT and TOGAF 9.1.

Dr. Manjula Dharmawardhana is a Medical officer with masters in Biomedical Informatics. He is certified in TOGAF 9.1 and ArchiMate. He is also a member of the Association of Enterprise Architects.

Ms. Davaakhuu Jamsran is working for the National Information Technology Park of Mongolia as an IT Specialist. She is certified in the TOGAF 9.1 and Archimate 2.0.

Ms. Dirayana Kamarudin is a Principal Assistant Secretary at Information Management Division, Ministry of Health Malaysia since 2006. She is the main secretariat for ICT Plan Strategic and Enterprise Architecture for Ministry of Health Malaysia. She is also responsible for managing the ICT Development Budget for MOH Malaysia and the Project Management Capacity Building Program for MOH Malaysia ICT Project Team. She is one of the Panel for Innovation Project in MOH Malaysia. She holds Diploma in Statistics and Degree in Information Technology. She also certified in TOGAF, COBIT, ISO 9001:2008 Auditor and ISMS Auditor.

Dr. Alvin Marcelo is associate professor of surgery and health informatics. He is certified in the governance of enterprise IT (CGEIT), TOGAF 9.1, and ArchiMate.

Dr. Nor Azhariah Noordin is currently working as a Senior Principal Assistant Director in Project Management Office of Telehealth Division, Ministry of Health Malaysia (MOH). She involves in MOH e-Health initiatives as a subject matter expert (SME) in business process and project management of several MOH e-Health projects. She is certified in TOGAF 9.

Dr. Prapat Suriyaphol is the director of Bioinformatics and Data Management for the Research at the Faculty of Medicine Siriraj Hospital, Mahidol University, Thailand. Dr. Tugsdelger was formerly chief of the Monitoring and Evaluation Department of the Ministry of Health, Mongolia.

REACH Coordinators

Ms. Fatema Uddin is a certified enterprise architect(TOGAF9.1) Having more than 10 years’ of practical working experience in health information systems in development and IT sector. She is working as an IT-Expert in Options UK, DFID-funded project in Bangladesh Urban Health Systems Strengthening Programme (UHSSP). In the last five years, Fatema worked as a Technical Advisor for the Health Information System (HIS) at the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Bangladesh, EPOS and different IT firms. She is an active team member for customization & implementation of DHIS2 and OpenMRS in Bangladesh and HISP Bangladesh. She also received DHIS2 and OpenMRS training from different international DHIS2 Academy besides others trainings, conferences and workshops. She completed 36 hours course in Project Management Professionals (PMP).She is certified in the HL7 Fundamental, and ArchiMate. She did her masters in applied Computer science from Vrije Universiteit Brussel, Belgium, and Masters in Health Informatics from Bangladesh University of Health Science. She has obtained an honors degree in Computer science.

Dr. Subodha Manoj is a TOGAF certified enterprise architect working at the Ministry of Health Sri Lanka at the capacity of medical officer in health informatics. He is having over six years of experience in working in health information systems. DHIS2 based health management information system implementation at the national level has been his main interest. In addition to DHIS2 based systems he has also contributed to development and implementation of hospital information management system and a human resource management system at the Ministry of Health. As a visiting lecturer in enterprise architecture and health information systems for postgraduate courses at University of Colombo, Subodha contributes to capacity building for Ministry of Health employees. Subodha completed his MBBS degree in 2005 and MSc in biomedical informatics from University of Colombo in 2011. He is certified in TOGAF 9.1, Archimate foundation and expected to start his training in MD health informatics in January 2017.

REACH Advisers

Engr. Derek Ritz is the principal consultant at ecGroup Inc. He is a registered professional engineer (P.Eng.), a certified health informatics professional (CPHIMS-CA) and is certified in Lean Healthcare. Derek has been an advisor to national-scale digital health infrastructure projects in Canada and in over a dozen countries in southern Africa, the Middle East, and Asia. He is a member of IHE, is a delegate of Canada to ISO/TC215, and is an active contributor to OpenHIE.

Vish Viswanathan Vish is an internationally reputed Enterprise Architecture (EA) consultant, trainer, advisor and implementation programme manager. He is result oriented and well known for his strategic and analytical abilities. He is a well-rounded and complete Enterprise Architecture professional, bringing all of his 40 years of IT experience into the EA practice focusing on delivering excellent value to customers. He has certified and mentored several hundreds of professionals, both business and IT, and has invariably received excellent feedback on his skills, knowledge and practical orientation.
