In this webinar, Ms. Alice Liu discussed the key decision factors to consider when deciding whether to purchase a health information system, build one "from scratch", or outsource to a third party (e.g. a "software as a service" provider) for participants to be able to objectively and methodically identify the factors that are most significant for their projects and in their environment, weigh the factors against each other, and make a decision.

In this webinar, Ms. Alice Liu showed a sample RfP template, a sample evaluation/scoring tool, a total cost of ownership (TCO) list, and a procurement guide produced by the WHO Health Metrics Network (HMN). While the documents were never officially released by HMN, these documents continue to be useful to others.
